In a stand mixer, cream together the cold butter, brown sugar, and granulated sugar for 5–6 minutes until light and fluffy. Add the egg and mix until fully incorporated.
Add in the cocoa powder, flour, cornstarch, baking powder, baking soda, and salt. Mix until the cookie dough comes together. Fold in the chocolate chips.
Using a 3-ounce cookie scoop, portion out 9 cookies onto a parchment-lined baking sheet. Bake at 400°F (204°C) for 8–10 minutes.
At the 10-minute mark, remove the cookies and use a ¼ teaspoon measuring spoon to press a small core into the center of each cookie. Add 4–5 mini marshmallows and a sprinkle of crushed peppermint into each core.
Return the cookies to the oven and bake for another 3–4 minutes, until the marshmallows are golden brown.
Let the cookies cool completely before serving.
